Title:The Comparative Analysis of Kazakhstan Legislation in the sphere of copyright pre and post getting the IndependenceSubmitted by: Abuov ZH. A., Kazakh State Law University , Republic of KazakhstanThe theme of my report is the comparative analysis of the Soviet Kazakhstan by copyright and neighboring rights, clearing up of general points and differences in regulations of Kazakhstan pre and post getting the Independence. I am interested in this theme in spite of the Law of copyright and neighboring rights in the republic of Kazakhstan were adopted three years ago, the protecting of intellectual property of physical and judicial persons in Kazakhstan remains problematic. That is, I think to enter the world community it's necessary to provide the defence of the results of creation not only of Kazakhstani authors and owners of neighboring rights but for foreign colleagues too. In the Soviet period the legislation of our country was fully identified to the legislation of Center (i.e. Russia) but, in spite of the dependent character of Kazakhstan Law, we had regulated law system (example: by gathering and distribution of author honorarium). In my report I try to understand why it is not so efficient now and what's necessary to improve actual situation in the sphere of protecting copyrights.
