Title: Can the Quality Education reforms reduce examination emphasis?

"Quality education" (suzhi jiaoyu) is the name given to a set of education reforms that were first incorporated into policy in the PRC in the early 1990s. It sought to transform the education system from one that is concerned primarily with examinations and qualification to one that is concerned with the all-round development of each student, emphasising ability and analysis. Quality education is presented in education journals and the media in China as a comprehensive reform strategy that will have a major impact on schooling in all parts of China. This paper will examine the implementation of quality education policy and its ability to effect change in urban senior secondary schools - the schools most affected by examination pressures.
